Zone 7a and zone 7b
Both halves grow the same plants — hardiness ranges in our library are whole numbers — but they are not the same winter. Zone 7a bottoms out around 0 to 5°F and 7b around 5 to 10°F. The colder half freezes earlier in autumn and thaws later in spring, so the same plant goes in the ground a week or two later there.
What is actually hard about zone 7
Zone 7's hazard is on the way out of winter, not in it. A warm spell in late February wakes early bloomers up and the frost that follows in March takes the flower buds with it. The plant lives; that year's flowers do not. It is why early magnolias and fruit trees disappoint here more often than they die.
